Meet Our Speakers

Kim AlfonsiKim Alfonsi

Principal Vice President, Barr Engineering Michigan LLC
Kim has more than 30 years of experience as an environmental professional including 15 years in industry in the chemical/pharmaceutical manufacturing sector. She serves as a senior technical resource on air permitting and compliance projects with expertise in the manufacturing and power industry. Her experience in Michigan includes assisting clients with obtaining air permits to install (PTIs) and/or renewable operating permits (ROPs) for pharmaceutical/chemical processing operations, utility combustion turbines, coating operations and engine testing facilities. Kim has a B.S in Chemistry from Carnegie Mellon University and a M.S in Environmental Health Science from University of Michigan.

Matthew BilletteMatthew Billette

PE Chemical Engineer, Barr Engineering Michigan LLC
Matthew joined Barr Engineering after graduating from Michigan State University with a B.S in Chemical Engineering and is a Professional Engineer in Michigan and South Carolina.  He has five years of experience supporting clients in the manufacturing and fuels sectors. He helps facilities achieve air, water, and waste regulatory compliance through air permitting and compliance reporting, emissions and mass balance calculations, and regulatory and technical analyses. He leverages technology and automation to improve the efficiency, consistency, and transparency of environmental compliance programs, including the use of AI-assisted tools to organize information, support quality control, and strengthen compliance recordkeeping.

Air Quality Division Enforcement Unit Supervisor

Camilleri has worked with EGLE since August 2013 in the Enforcement Units for the Air Quality and the Water Resources Divisions. She became the Enforcement Unit supervisor for the Air Quality Division in June 2018. Prior to this, she worked for Oregon Department of Environmental Quality for 12 years. She worked as an Enforcement Specialist for the Air, Water and Waste programs. She also worked in the Water Permitting Program as the State Stormwater Coordinator.

Chrysler specializes in complex commercial litigation and appeals, with a particular focus on environmental, renewable energy, mining, and zoning litigation. She assists clients at every stage of the legal process, from permitting and pre-litigation disputes through appeal, and is a skilled courtroom advocate.

For over 20 years, Dr. Holloway has worked with students, scientists and outreach staff to understand the air we breathe. Using satellite data, computer models and ground-based measurements, the Holloway Group advances research to inform science and policy. Partnering with policy organizations and private companies, they advance and apply data to real-world information needs.

Tom graduated from the State University of New York, College at Oswego with a bachelor’s degree in meteorology and has been with the Air Quality Division for 33 years. He has experience in various Air Quality programs including Meteorology, Dispersion Modeling, Enforcement, and Emissions Inventories. In his current position, Tom oversees the Emissions Reporting, SIP Development, Dispersion Modeling, Toxics, and Air Quality Fee programs for the Air Quality Division.

Annette SwitzerAnnette Switzer

Director of the Air Quality Division
Michigan Department of Environment, Great Lakes, and Energy

Switzer led AQD’s Permit Section for seven years prior to being named director in early 2023. As Section Manger, she improved public participation by pioneering innovative enhancements to the engagement process and creating the map by which all AQD program areas engage with the public. She also was heavily involved in an air permit lean process improvement that streamlined air permitting in Michigan. Switzer began her civil service career as an air permit engineer where she used her education to work on the most complicated air permit applications.
